Washington recognizes the three classes at RCW 46.04.169 and sets the riding rules at RCW 46.61.710. eBikes need no license, registration or insurance, and the statute contains no statewide helmet requirement at any age — helmet rules here are set locally. A rider must be 16 to operate a Class 3. Where you can ride is the part worth memorizing: Class 1 and Class 2 may use shared-use paths and any part of a highway designated for bicycles, Class 3 may not use shared-use paths unless the local jurisdiction opens them, and no eBike of any class may be ridden on a trail specifically designated as non-motorized with a natural-surface tread. A definition change took effect June 11, 2026 that excludes devices capable of exceeding 20 mph on motor power alone, or built to be easily reconfigured past their class limits, from counting as eBikes at all. Washington also runs a statewide purchase rebate through WSDOT.
