New Jersey now has the strictest eBike regime in the country. Under P.L. 2025, c. 285, which took effect in July 2026, every eBike must be registered with the New Jersey Motor Vehicle Commission and carry license-plate stickers on both sides of the front fork, and every operator must be at least 15 and hold either an eBike license or permit or a valid driver's license. The MVC began taking appointments on June 26, 2026. New Jersey splits machines into two categories: a low-speed electric bicycle is pedal-assist only with the motor cutting out at 20 mph, while a throttle-capable machine reaching up to 28 mph is a motorized bicycle (moped) — and motorized bicycles must also carry insurance. Licensing runs through the standard sequence of knowledge and vision tests, a supervised practice period and a road test scheduled 20 to 45 days after the permit is validated; permit exam fees are waived until January 2027.
