Idaho recognizes all three classes under Idaho Code § 49-106 and treats compliant eBikes as bicycles — no license, registration or insurance. Idaho has no statewide bicycle or eBike helmet law at any age, and no minimum age for Class 1 or Class 2; the operator of a Class 3 must be at least 15, and younger riders may ride along as passengers. HB 500, signed in March 2026 and effective July 1, 2026, folded eBikes into three existing road-safety statutes, so the general rules of the road now apply cleanly to electric bicycles. Land managers still control trail access: Idaho's state parks, Forest Service districts and BLM units each set their own eBike policies, and many natural-surface trails remain closed to throttle-equipped bikes.
