Wyoming recognizes the three classes at W.S. § 31-5-707. An electric bicycle is expressly not a motor vehicle, and operators are exempt from financial-responsibility, driver-licensing, registration and title requirements. There is no statewide helmet requirement and no minimum operating age for any class. Manufacturers and distributors must permanently label each eBike with its class number, top assisted speed and motor wattage, and it is illegal to modify a bike's speed capability or motor engagement without replacing that label. The key limitation is local: any local authority or state agency with jurisdiction may regulate the use of any class of eBike on trails under its control, including non-motorized trails — which is how most Wyoming trail restrictions arise.
