Wisconsin defines electric bicycles at Wis. Stat. § 340.01(15ph) — working pedals and a motor of 750 watts or less meeting one of the three classes — and § 346.804 gives eBikes and their riders the same rights and duties as bicycles, with no license, registration or insurance. No one under 16 may operate a Class 3, though a younger rider may be a passenger on a bike designed for it. Wisconsin has no statewide bicycle or eBike helmet law for any class at any age. Trail access is decided by the managing authority: the state trail system, county forests and municipal path networks each set eBike rules, and several state trails cap speeds at 15 mph.
