Virginia calls them "electric power-assisted bicycles" and recognizes all three classes, with a 750-watt cap and assist cutoffs of 20, 20 and 28 mph. Compliant eBikes are exempt from driver-licensing, registration, title, license-plate and financial-responsibility requirements. Virginia's Class 3 rules are stricter than most: under Va. Code § 46.2-904.1(G) every Class 3 operator and passenger must wear a helmet regardless of age, and a rider under 14 may operate a Class 3 only under the immediate supervision of someone at least 18. Class 3 eBikes must carry a speedometer. Localities may pass ordinances requiring helmets for riders under 15 on any bicycle, and many have.
