Vermont recognizes all three classes under 23 V.S.A. § 4 and explicitly exempts electric bicycles from registration, inspection, title, operator's license and insurance requirements. There is no statewide helmet mandate for eBike riders at any age. The only statewide age rule is that a person under 16 may not operate a Class 3; Class 1 and Class 2 have no minimum. Vermont's statewide eBike incentive is not funded for 2026, but two utility programs are still running — Burlington Electric Department and Green Mountain Power both offer rebates to their customers. Trail access on the Lamoille Valley Rail Trail and Green Mountain National Forest is set by the managing agency.
