Utah recognizes all three classes and requires no license, registration or insurance — but it rewrote its safety rules in 2026 and the changes are significant. Since May 6, 2026, under HB 381, every eBike and e-scooter rider under 21 must wear a CPSC-standard helmet on roads; the requirement does not extend to shared paths and trails or to certain rental programs, and the fine is capped at $25. Utah's age rules are also unusually detailed: a child under 8 may not operate an eBike on a public road, riders aged 8 to 15 may ride on roads only with a safety certificate or adult supervision, and no one under 16 may operate a Class 3. HB 381 also drew a sharper line around "e-motos" — out-of-class electric motorcycles that don't qualify as eBikes.
