Texas defines electric bicycles and the three classes in Transportation Code chapter 664, and § 551.107 sets the operating rules. eBikes are treated as bicycles: no driver's license, registration, title or insurance. The one statewide age rule is that a Class 3 operator must be at least 15; a younger rider may ride as a passenger if the bike is built to carry one. Texas has no statewide helmet requirement, but several large cities do — Houston requires helmets for minors and Dallas and Austin require them for riders under 18. Local trail authorities, including Austin's and Dallas's park departments, decide class access on shared-use paths.
