South Carolina has not adopted the three-class framework. S.C. Code § 56-1-10(29), added by Act 114 of 2020, defines a single "electric-assist bicycle" with operable pedals, a motor of no more than 750 watts and a top motor-powered speed under 20 mph, and § 56-5-3520 puts riders under the same rules as bicyclists. There is no statewide helmet requirement, no statewide minimum riding age, and no license, registration or insurance requirement. That leaves local governments and land managers in charge of the details — beach communities such as Hilton Head, Isle of Palms and Myrtle Beach set their own path, beach and sidewalk rules, and they change seasonally.
