Rhode Island recognizes all three classes under R.I. Gen. Laws ch. 31-19.7 and requires no license, registration or insurance. Its headline rule is the helmet requirement: under § 31-19.7-3, every eBike operator and passenger under 21 must wear a CPSC-compliant helmet — considerably broader than the state's under-16 rule for conventional bicycles. There is no statewide minimum riding age for any class. Section 31-19.7-2 requires that Class 1 eBikes be allowed on state bicycle trails and paths. Rhode Island also runs one of the few active statewide purchase rebates, the Erika Niedowski Memorial Electric Bicycle Rebate Program.
