Pennsylvania does not use the Class 1/2/3 labels. Its vehicle code defines a "pedalcycle with electric assist": no more than 100 pounds, two or three wheels over 11 inches, operable pedals, a motor rated at 750 watts or less, and a top motor-only speed of 20 mph on level ground. A bike that fits is ridden as a bicycle with no registration, license or insurance. A bike that exceeds 20 mph on motor power alone does not qualify and can be treated as a motor-driven cycle, which does require registration and a license — there is no Class 3 provision in Pennsylvania law. The operator must be at least 16. Helmets are required for operators and passengers under 12 under Pennsylvania's general bicycle helmet law.
