Oregon has adopted the 3-class eBike framework. Class 1 and 2 eBikes are permitted on bike paths and most off-road trails. Class 3 eBikes are restricted to roads and paved bike facilities; they are not permitted on soft-surface trails. Helmets are required for riders under 16 on roadways; however, helmets are required for all riders of any age when using Class 1 or 2 eBikes on unpaved paths. Oregon's Portland metro area has world-class bike infrastructure. No registration or license is required.
