Oregon defines electric assisted bicycles at ORS 801.258 and is the one state with a 1,000-watt motor ceiling rather than 750. Compliant eBikes are treated as bicycles — no license, registration or insurance. Today the minimum age to operate any class is 16, and helmets are required for riders under 16 under the general bicycle law. That changes soon: HB 4007, passed in March 2026, lowers the Class 1 minimum age from 16 to 14 effective January 1, 2027, while Class 2 and Class 3 stay at 16. Riding an eBike on a sidewalk is prohibited, and Class 3 access to shared-use paths is limited. Oregon State Parks and federal land managers set their own trail policies.
