Ohio defines electric bicycles at ORC § 4511.01 — working pedals and a motor of no more than 750 watts meeting one of the three classes — with operating rules at § 4511.522. No license, registration or insurance is required. You must be 16 to operate a Class 3, and every Class 3 operator and passenger must wear a CPSC- or ASTM-compliant helmet regardless of age under § 4511.522(D); that rule does not extend to Class 1 or Class 2. Class 1 and Class 2 may generally use paths where bicycles are allowed, while Class 3 is aimed at roads and bike lanes. Ohio metroparks and the Ohio & Erie Canal towpath systems publish their own class policies.
