North Carolina has not adopted the three-class framework. N.C.G.S. § 20-4.01(7a) defines a single "electric assisted bicycle": working pedals, a motor of 750 watts or less, and a top motor-only speed of 20 mph. A bike that fits is ridden under bicycle rules with no license, registration or insurance. There is no statewide minimum riding age. Helmets are required for bicycle and eBike operators and passengers under 16 under G.S. § 20-171.9. Because the state has no class system, greenway and park managers make the calls that matter — Charlotte's greenway network, the Capital Area Greenway in Raleigh, and mountain trail systems around Asheville and Boone each publish their own eBike policies, and Forest Service districts commonly restrict throttle-equipped bikes on natural-surface trails.
