New Hampshire recognizes all three classes under RSA 259:27-a and RSA 265:144-a, with no license, registration or insurance required. Its age rule is stricter than most: no one under 16 may operate any class of electric bicycle, not just Class 3, though a rider under 16 may be a passenger on a Class 3 designed to carry one. Anyone under 18 riding or sitting as a passenger on a Class 3 must wear a CPSC- or ASTM-compliant helmet. Class 3 access to shared-use paths is limited unless the managing agency allows it, and New Hampshire State Parks set their own rules for trails.
