Minnesota defines the three classes at Minn. Stat. § 169.011 and regulates operation at § 169.222, subd. 6a. eBikes are bicycles for legal purposes — no driver's license, registration or insurance. Minnesota is one of the few states with a blanket minimum age: no one under 15 may operate an electric-assisted bicycle of any class. There is no statewide helmet requirement at any age. Class 3 eBikes must have a speedometer. Minnesota's state-run eBike rebate, which paid up to $1,500, ended in 2025 and has not been renewed; only local utility programs remain.
