Michigan defines electric bicycles at MCL 257.13e and sets operating rules at MCL 257.662a. All three classes are legal, and eBikes need no license, registration or insurance. Michigan has the lowest Class 3 age floor of any three-class state at 14 — younger riders may still ride as passengers on a bike built for it — and requires a CPSC- or ASTM-compliant helmet for any Class 3 operator or passenger under 18. There is no helmet requirement for adults or for Class 1 and Class 2 riders. Trail access is where Michigan gets specific: Class 1 and Class 2 are generally allowed on paved linear trails unless the local agency prohibits them, Class 3 is not, and natural-surface trails require the land manager's permission.
