Massachusetts recognizes Class 1 and Class 2 electric bicycles (motor 750 watts or less, assist ending at 20 mph) and rides them under bicycle rules — no license, registration or insurance. It does not define a Class 3 category at all, so a 28 mph pedal-assist bike falls back into the older "motorized bicycle" or motorcycle rules, which bring licensing, registration and helmet obligations. Helmets are required for operators and passengers 16 and under on a public way, bike path or right of way. There is no separate statewide minimum riding age for Class 1 or Class 2. Change is likely: Governor Healey filed the Ride Safe Act (S. 3077) in May 2026, which would recognize Class 3 for the first time and sort micromobility devices into a first-in-the-nation four-tier system based on maximum designed speed. It is still in committee and is not law.
