Maryland recognizes all three classes and treats eBikes as bicycles — no license, registration or insurance. Md. Transp. § 21-1205.2 bars anyone under 16 from operating a Class 3 (they may ride as passengers on a bike designed for it), and § 21-1207.1 requires helmets for any bicycle or eBike rider or passenger under 16 on highways, bikeways and public property. Maryland's 2019 eBike law did not add an all-ages helmet rule for Class 3, contrary to what many guides say. Class 3 eBikes may not use a bike path unless the path is adjacent to a roadway or the managing agency allows them, which matters on the state's heavily used rail-trails and the B&A and Capital Crescent corridors.
