Kentucky has no dedicated electric-bicycle statute: there is no KRS section defining Class 1, Class 2 or Class 3, and no statewide eBike helmet, minimum-age, license, registration or insurance requirement. In practice eBikes are ridden under Kentucky's general bicycle rules (601 KAR 14:020), which means they are treated much like conventional bicycles on roads and paths. The age-16 rule people sometimes cite from KRS 189.289 applies to electric low-speed scooters, not eBikes. Because the state framework is thin, local ordinances and land managers carry more weight than usual — Louisville Metro Parks, for example, requires helmets for riders under 18 on its properties.
