eBike Laws in Kansas
Kansas defines electric-assisted bicycles at K.S.A. § 8-1489 — two or three wheels, working pedals, and a motor under 750 watts meeting one of the three classes — with operating rules at § 8-1592b. eBikes are treated as bicycles, so no license, registration or insurance is needed. There is no statewide helmet requirement for any class at any age, and no minimum age for Class 1 or Class 2; you must be 16 to operate a Class 3. A 2026 bill (HB 2459) would require helmets for riders 17 and under on eBikes and electric scooters, but it stayed in the House Transportation Committee and is not law. Kansas state parks cap trail speeds at 20 mph.
Classes allowed: Class 1, 2 and 3 recognized; Class 3 riders 16+
