Iowa defines low-speed electric bicycles at Iowa Code § 321.1(36A) and sets the operating rules in § 321.235B. Compliant eBikes are not subject to vehicle licensing, registration, titling, inspection or financial-liability requirements. Iowa has never had a statewide bicycle helmet law and the eBike statute is silent on helmets, so there is no state helmet requirement at any age or class — despite what many buyer guides claim. The one age rule: you must be 16 to operate a Class 3, and Class 3 eBikes must be fitted with a speedometer. Iowa's extensive rail-trail network is managed locally, and individual trail authorities decide which classes they allow.
