Indiana codified the three classes at IC 9-21-11-13.1, capping qualifying eBikes at 750 watts and exempting them from motor-vehicle registration, licensing and insurance. Class 1 and Class 2 may be ridden wherever bicycles are allowed; Class 3 is aimed at roads and bike lanes. The operator of a Class 3 must be at least 15, with younger riders permitted as passengers on a bike designed for them, and every Class 3 operator or passenger under 18 must wear a CPSC- or ASTM-compliant helmet. Indiana DNR sets separate rules for eBikes on state trails, so check the property before riding natural-surface trail systems.
