Illinois recognizes the three classes under 625 ILCS 5/11-1517, and low-speed electric bicycles are treated as bicycles — no license, registration, title or insurance. Today only Class 3 has a statewide minimum age: you must be 16 to operate one, though a younger rider may be a passenger. There is no statewide helmet mandate, though Chicago Park District and other local path managers post their own rules. A significant change takes effect January 1, 2027: SB 3484, signed August 26, 2026 as Public Act 104-854, sets a minimum age of 15 for Class 1 and Class 2 and keeps 16 for Class 3.
