Illinois recognizes the three classes under 625 ILCS 5/11-1516, and low-speed electric bicycles are treated as bicycles — no license, registration, title or insurance. Illinois is unusual in setting its minimum riding age at 16 for every class, not just Class 3. There is no statewide helmet mandate, though Chicago Park District and other local path managers post their own rules. A significant change is already on the books: SB 3484, the micromobility safety framework passed in 2026, takes effect January 1, 2027 and will let 15-year-olds ride Class 1 and Class 2 while holding Class 3 at 16, and will require working brakes and a lamp for night riding on all electric micromobility devices.
