Hawaii changed its eBike rules substantially in July 2026. Act 259, signed on July 15, 2026 and effective immediately, wrote the Class 1/2/3 definitions into state law for the first time — until then a 28 mph machine was effectively a moped. The same act raised the helmet age: riders under 18 must now wear a helmet on bicycles, eBikes, electric scooters and other micromobility devices, up from under 16. Devices over 750 watts or capable of more than 28 mph are barred from public roads, bike lanes and sidewalks. Riders must keep all wheels on the ground, seated and facing forward — wheelies and exhibition riding on public roads are specifically prohibited. Hawaii remains one of only two states requiring registration: a low-speed electric bicycle must be registered under HRS § 249-14(b) for a one-time $30 fee. HDOT is drafting implementing rules, so expect further detail.
