Florida adopted the three-class system in 2020 and F.S. § 316.20655 gives eBike riders the same rights and duties as bicyclists. The statute is explicit that eBikes and their operators are not subject to motor-vehicle licensing, registration, title or financial-responsibility rules. There is no statewide minimum riding age in the eBike statute — but it expressly lets local governments adopt their own minimum-age ordinances, and several beach and barrier-island communities have. Helmets are required for riders and passengers under 16 under Florida's general bicycle law (§ 316.2065). Manufacturers must label each eBike with its class, top assisted speed and motor wattage. Ignore the widely repeated claim that Florida requires helmets on Class 3 at every age — that rule is not in the statute.
