The District does not use the standard three-class labels in its code. Most eBikes qualify as "motorized bicycles" — operable pedals and a motor that cannot push the bike past 20 mph on level ground — and are ridden under bicycle rules with no registration or insurance. A machine that exceeds that threshold is treated as a motor-driven cycle and picks up license, registration, insurance and helmet obligations. You must be at least 16 to operate an eBike or personal mobility device in DC, and helmets are required for riders under 16 under the Child Helmet Safety Amendment Act (D.C. Code § 50-1605); the $25 fine is waived if you show proof you bought a helmet. Sidewalk riding is banned inside the Central Business District. DC also runs one of the most generous income-qualified purchase programs in the country through DDOT.
