Connecticut recognizes all three eBike classes and treats them as bicycles for licensing purposes — no driver's license, registration or insurance is required. What sets Connecticut apart is the helmet rule: under C.G.S. § 14-289k every eBike operator and passenger must wear a helmet, at every age and on every class. That is far stricter than the state's conventional-bicycle rule, which applies only to riders 15 and under. You must be at least 16 to operate a Class 3, and Class 3 eBikes are generally kept off shared-use paths unless the managing agency allows them. Connecticut's CHEAPR eBike voucher, which paid $500 to $1,250, has been paused since its second round closed and no new round has been announced.
