Arkansas adopted the three-class framework in its Electric Bicycle Act, Ark. Code § 27-51-1701 et seq. A qualifying eBike has operable pedals and a motor under 750 watts; anything more powerful is regulated as a moped or motorcycle. Class 1 and Class 2 may be ridden where bicycles are allowed, while Class 3 is generally confined to roads and bike lanes. Riders must be at least 16 to operate a Class 3, and every Class 3 rider under 21 must wear a helmet — a stricter threshold than most states. No license, registration or insurance is required for a compliant eBike.
