Arizona is one of the friendlier states for eBikes. A. R. S. § 28-819 gives electric bicycles the rights and duties of bicycles as long as the motor is under 750 watts and the bike fits one of the three classes, and § 28-101 carries the class definitions. There is no statewide helmet law and no statewide minimum riding age, though cities including Scottsdale and Glendale require helmets for riders under 18. No license, registration or insurance is required. The one restriction riders miss most often: a Class 3 may not be ridden on a bicycle path or multi-use path unless the path is within or adjacent to a roadway, or the local authority specifically allows it. Class 3 eBikes also have to carry a speedometer.
