Alaska is one of a handful of states that has never enacted the three-class eBike framework. HB 8 would have adopted the Class 1/2/3 definitions and passed the legislature 57-2, but Governor Dunleavy vetoed it in July 2023 and follow-up bills stalled, so eBikes are handled under Alaska's general bicycle and motor-vehicle definitions. There is no statewide helmet requirement, minimum riding age, registration or licensing rule for eBikes. Local rules therefore matter more here than almost anywhere else: Anchorage adopted its own framework in 2024 (AO 2024-51) that defines the three classes, allows Class 1 and Class 2 anywhere bicycles are permitted, opens most multi-use paths and trails to Class 3, and requires helmets for riders under 16. Check with the municipality, borough or land manager before riding unfamiliar trails.
